Air Quality Management Plan, Phase 1 Options for Reducing Greenhouse
Gases and Air Pollution in the GVRD (Greater Vancouver Regional
District).
The primary
purpose of this Quality Management Vancouver work is to develop an
analytic base from which the GVRD may develop and analyze options to
reduce greenhouse gas emissions and air pollution in the Region.
This assignment represents the first phase in the development of a
Greater Vancouver and Fraser Valley Air Quality Management Plan
(GVFV AQMP). The work provides the basis for developing an interim
action plan on integrated management of greenhouse gas (GHG)
emissions and criteria air contaminants (CAC). The focus of the
assignment is on identifying those measures that can be implemented
over the next few years. In addition, the work will serve as a
summary for stakeholders and the general public, providing an
overview of what is known, and of the potential opportunities.
Specific objectives of this Phase 1 project are explicitly
identified in the terms of reference
as:
1. Identify
potential GHG emission reductions measures (ERMs) for the identified
sectors in the GVRD which also produce reductions in
CACs,
2. Develop a
first order estimate of the magnitude of GHG and CAC emissions
reductions from the implementation of the ERMs
identified,
3. Assess and
rank the costs of individual ERMs taking both GHG and CAC reductions
into consideration,
4. Assess and
rank the cost effectiveness of ERMs for each of the identified
sectors, and
5. List the
most effective ERMs for further consideration in the development of
interim and long term AQMPs.
